Out of those two i qould go for the SV, purely because I think the Hornet is a bland. The power delivery of a V-Twin is better for a new rider too, and the Hornets are known for their peaky motor. The Hornet will out perform the SV650. The SV has been classed as the same performance as sports 400.

I've got some on mine, but all I know is that they're 7/8" diameter (the bike came with them on). I'd imagine as long as you get the right diameter you can't go far wrong, but I don't know what would be the closest match to the OEM ones. If inline-4s are what you want, for your price range (or under) Bandit 600 or Kawasaki Z750, would likely to cost less than FZ6 or 599. they may have less Hp number, but better torque output at lower rpm range, better suited for commuting traffic pattern. Both likely to be found under $3000. #4.
